introduction
In July, 2016, the Indiana legislature passed a bill allowing closed adoption records to opened, effective July, 2018. Yours Truly contacted the Department of Health in the fall of 2020 and received the following documents in January, 2021.
The 'Certificate of Live Birth' is not identical with a 'Birth Certificate'. The overwhelming majority of Hoosiers do not have a 'Certificate of Live Birth'.
Although the birth is clearly recorded as occurring early on the twenty third, the document is not dated until the twenty forth of December. In and of itself, this may not be alarming, but the issue of correcting the date of birth continues until July.

Following a phone call to the Vermillion County court, Yours Truly sent the following cover letter:
On March 9, Apprentice Sarah Louise and Yours Truly ventured to the county seat of Vermillion county [population circa 500] to obtain a 28 page copy of available documents.
We perused the pages over lunch and, as so often occurs in The Wonderful World of Occult Research™ , there was no clarification, as the basic presumption of the time of our birth was called into question.
We are familiar with dissimulation from our study of the alleged writings of the Church Fathers, however, we are unsure if these modern documents present dissimulation, incompetence, or farce. As always, the Gentle Reader will reach his own conclusions.

Chronology of Documents
December 26- January 3
On December 24, a nurse at Union Hospital contacts the Welfare Agency.
Covington 'indicated' that she was unaware that she was pregnant, although be had given birth on two previous occasions.
Covington changes 'her story a little'.
Covington 'indicated' that she was unaware that she was pregnant, although be had given birth on two previous occasions.
Covington changes 'her story a little'.
Covington's neighbors believe she is single and would be 'totally surprised' if she came home with a baby. Covington's statements indicate that her actions are constrained by being seen as 'a respected member of society'.
When confronted with the fact that the welfare agency needs the consent of the father, Covington told 'a slightly different story'. Covington maintains that the father of the child is her husband, Vernon.
The story of Covington taking tranquillizers and coming home at 'three o'clock', presumably in the morning, suggests an impromptu obscurification.
Since there were 'so many discrepancies' in the story, the social work was hesitant to act on this without approval from her supervisor, Miss Crawford. Because of the Holiday, nothing could be done until after Christmas.
The social worker returns to Covington to explain that the welfare agency would not be taking her consent at that time.
Covington tells the social worker that she had not requested a call from the welfare office 'the previous day', as she had a 'tentative plan' for the baby by the 'floor nurse'. However, this 'plan had fallen through.' The presumptions are that the previous day is the December 23, Monday, and that the interview and return both occurred on December 24, Tuesday. All that is certain is that the notes are dated for Thursday, December 26.
The 'nurse at the office' felt that Covington's story was 'pure fantasy'. Regretfully, we cannot determine if the original plan succeeded or that the original plan failed and alternate action was taken. Regardless, Covington did not take the baby home.
Ultimately, the welfare agency had no legal standing regarding the child and the case was closed on December, 26.

On December 26, George Nasser calls the agency and said that the O'Bradovichs had taken custody of the baby. It is uncertain the date this transpired.
The welfare worker relates to Nasser that the agency feels there are 'legal complications' that would make the adoption difficult. We would expect an attorney to understand that both parties must have legal, not moral, standing.
Nasser tells the social worker that 'the placement' was engineered' by a priest.
The social worker tells Nasser that the agency has no 'rights' to this case and did not have Covington's written consent.
Father George calls the agency and states that he thought it was perfectly legal for the O'Bradovichs to take the child. Father George knows that the agency told Nasser to have the O'Bradovichs bring the baby 'back to the Welfare Department'.
The social worker tells Father George that the agency has no rights in this case.
Somehow, Father George knows that Vernon Covington is not the father of the baby and that Vernon would not need to be involved. The social worker does not discuss this further and suggests that Father George should 'get his legal information from the attorney' of the O'Bradovichs. It is ironic that the social worker sends Father George for legal counsel from an attorney who does not seem to comprehend the legal concept of either 'having legal standing' or the ethical standard of client privilege.
Later in the day, 'Mrs. Charles David' calls the social worker and states they she and her husband have been approved by the agency. The Davids learned of the baby through Father George and wondered it they should take it. The social worker tells Mrs. David that it is 'much wiser' to wait for the agency to contact them about a baby, as an approved child would not have the 'troublesome factor' of 'custody'.
Another meddlesome priest from Saint George, Daniel Rohan, will make an appearance eighteen years later. We conclude that that individuals esteemed for their spiritually should refrain from advising people in material matters, as spiritual errors have no consequences in reality.
Covington is with Nasser when he calls the Director, Mr. Baxter, on January 2. Covington changes her story again. The social worker tells Nasser there is no reason for him to send Covington to the agency as the department does not have 'wardship' over the child.
Mr. Baxter is called by Nasser and Judge Johnston on January 3.

Covington feels 'humiliated' by being in the Welfare Office, as only 'poor' people need welfare services.
Any statement by Covington must be questioned, as she states, 'I wasn't telling you the truth.'

January 30
The nature of the the manner of addressing the Judge from January 30 to June 30 changes considerably:
Judge James Gallagher
Court House Newport, Indiana |
Honorable James F. Gallagher
Judge Vermillion County Circuit Court Court House Newport, Indiana |
The child has been with the O'Bradovichs since 'the second day of its birth', but the day is not indicated.
Nasser is attempting to have Judge Gallagher approve the O'Bradovich home as the 'child's proper foster home'.
Nasser is attempting to have Judge Gallagher approve the O'Bradovich home as the 'child's proper foster home'.
Nasser informs Gallagher that the child was born on December 22 and 'turned over' to the O'Bradovichs on December 22, which is altered to December 24.
It is uncertain of the nature of the necessity of bearing the name 'George Covington' rather than Terry James Covington.
We are struck by the odd wording of 'I'm not telling you what to do...'.

February 8
Once again, the birthday is December 22 and 'corrected' to December 23. It is impossible to know when this alteration was made, that is to say, it is not possible to determine if the change was made before the document was signed or later, possibly several months later.
The child has been in the custody of the O'Bradovichs since December 24.
Firstly, it is uncertain if there is a potential conflict of interest when the O'Bradovich's attorney is also the notary public and, secondly, we wonder why this 'Consent of Parent' was not executed earlier than February 8.
The missing information of the date, the name of 'Agency', and the accompanying signature are glaring omissions, not to mention the lack of the impressed seal of the notary.
We presume the highest ethics, but presumptions are not certainties.

By the hereto unheard of legal concept of the agent of 'necessity', Terry James Covington is transformed into 'George Covington'. We are unsure of what entails judicial fiat, but it seems that the ends justify the means.
Section one, yet again, has the birthday of December 22 'corrected' to December 23. We do not know when these alterations occurred.
Section three offers the legal concept of the child being 'abandoned' to facilitate the child becoming a ward of Vermillion County Department of Public Welfare.
Sections four and seven reiterate that the 'natural father' is 'unknown'.

Judging by the ink for the signature, it seems that a different pen was used by the petitioners suggesting that Elizabeth and George signed at different times.
Once again, the notary public is George Nasser and the impressed seal of the notary is missing.

'George Nasser Atty. has been notified by letter.'
It is uncertain when Nasser had been contacted, as it could have been the date of the interviews, April 21, or the date of approval, June 24.
As late as April 21, the Welfare Department maintains that the date of birth is December 22 and, interestingly, this date is not 'corrected'. The date of placement is December 24.
Father George Rados and George Nasser assisted with the placement. The full extent of Father George's assistance is omitted.
The wording of not revealing the 'name of her paramour' suggests a lover and not a rapist. We are unsure of how to value this statement.

George O’Bradovich is self described as an ‘average student’. We have valid doubts that a C student can attain the rank of sergeant when all able bodied men are mobilized, that is, the pool is so large that we would expect that only qualified and capable men are promoted.
At the time of the report, George O'Bradovich is working on a project at Union Hospital, the same location where Terry James Covington was born.

Elizabeth O'Bradovich had three jobs in her life and it is assumed that she was 'terminated' from DuPont as the war effort ran its course.
Elizabeth [2001], her younger sister [1995], and her brother [1991] would die from cancer. The eldest daughter who outlived her siblings had a different father.

George O’Bradovich was one of the founders of Matthew’s Golf Course, so it understandable that he would purchase property that has an excellent view of the course.
Elizabeth O'Bradovich converted to Orthodoxy before her marriage to George O'Bradovich.
The O'Bradovichs 'seem quite happy in their marriage'. A Capricorn marrying a Taurus in the sign of Virgo would suggest compatibility.
[Also, from time to time, both George O'Bradovich and Elizabeth O'Bradovich had difficulties recalling unfamiliar personal names and would frequently use nicknames for known individuals. These two traits suggest an Aquarian influence in both.]
George Covington was born on December 22 and the O'Bradovich took the baby on December 25, indicating the baby was three days old. These statements are contradicted on several occasions in the accompanying documents.

George Covington 'sits so long as he can touch a finger, grasp a portion of someone's clothing, etc.' Astrologically, this behavior may be due to the Libra ascendant and, biologically, may be indicative of being a twin.
Terry James Covington is 'a good baby - the very best.' We speculate that a good baby is one that does not cry, that is, he is quite and his dislike of loud noises continues into adulthood. In the modern world, a frequent contributor to our website, the second rate psychologist, would diagnose the four month old baby as autistic.

Assets held in various banks totaled $7,511. The value of the shares of the Hamilton Company [HD-A] is unknown. Savings bonds have a face value of $6,885. The value of these assets, not including life insurance, is $14,396.

'Despite all the forgoing good features' the legal consent of Vernon E. Covington has not been given and the caseworker cannot recommend the adoption.
The date of the visitation is April 21, however, this adoption is approved on June 24.
There is no indication in the 28 pages of documentation that Vernon E. Covington gave consent, so we are uncertain of how, legally speaking, this adoption came to pass.
The conclusion that there is a gap in the documentation from April 21 to August 12, whereby this obstacle is inexplicitly overcome and the adoption is approved.

On June 30, Logan calls Nasser and mentions the that lack of Mr. Covington's consent remains a hinderance to the adoption. However, on page seven of the assessment, the date of approval is June 24. We are uncertain of how to value these contradictory statements.
Nasser initially suggests the child 'be made a Ward because of abandonment.'
In the next paragraph, Nasser writes that the 'child has been the same as abandoned'. This phrasing is awkward, for if it is the same, then the usage of a different word creates unnecessary ambiguity, that is, Nasser should simply state the child is abandoned.
Nasser is aware that unstated 'complications could arise in the future'. It is not clear how, by making the child a 'Ward' of the Vermillion County Welfare Department, possible difficulties are mitigated.
Terry James Covington, through no fault of his own, is in legal limbo:

December 23, the alleged date of the birth of the child, is unchanged.
Although the date of the marriage of the O'Bradovichs is not in doubt, as their is no suggestion that this date is incorrect, the date of the child taken home by the O'Bradovichs is altered to December 25. The significance of this date and the reason for the constant need for this 'correction', as well as the corrections to the date of birth, is not clear. Once again, the date of the 'correction' is unknown.

A recent version of the 'new birth certificate' is presented below:
It took three weeks to receive a response from Vigo County for this 'Certificate of Birth'.
We feel fortunate to have two witnesses to our phone call to the Records Department of Vigo County. For unknown reasons, Vigo county needed to contact the State of Indiana, only for the State to inform the county that the state was unaware of the adoption. In the immortal words of Dave Berry: 'I'm not making this up.'
We surmise that Vigo county gently informed the State that since the State sent the four documents to Yours Truly and copies of the documentation were sent to Vigo county, there must be a file at the State level. For better or for worse, we were informed by Vigo county that the state now has a file for Yours Truly and sent the 'Certificate of Birth'.
The Gentle Reader will observe the redacted and false date of filing as December 30, 1968. Per Vigo county, for one to receive a non fictitious certificate of birth, one must contact the State of Indiana. This fact means unaware citizens will receive redacted documentation at the county level.
The law firm of Dewey, Cheatam, and Howe assures us that there is a legal nuance between 'reproduction' and 'reproducing', so no laws were harmed in the making of this commentary.

Discussion
Some people believe that making the identities of a child's parents quite literally a state secret is a gross violation of human rights. -Wikipedia
Difficulties include the lack of a genetic medical history which could be important in disease prevention. -Wikipedia Adoptive parents may be less likely to consider the possibility that they are doing something wrong ... The parents may even unfavorably compare their adopted child with a ... "fantasy" child. This enables them to blame ordinary problems which all parents face on their child's supposedly "defective" genes. Thus, ... some adoptive parents are solely focused on nature (i.e. heredity) instead. This results in what could have been an easily resolved problem, going unresolved in families with adopted children ... -Wikipedia [T]hey [older adults] felt it could be inferred that adopted children are always children, and thus second-class citizens subject to discrimination. -Wikipedia |
Independently of Wikipedia, we reached the conclusion that the events of our birth was a literal state secret and, as a result, there is a 'prejudicial treatment of different categories of people', that is, the state discriminates between adopted citizens and non adopted citizens.
We speculate that if the O’Bradovichs had a typical child, then events may have transpired differently. Terry James Covington, 'TJ' to his friends, was, by all appearances, a typical or normal baby. However, Nature endowed him with a good memory and unbridled curiosity, while ‘long and painful experiences’ left him skeptical, but not cynical, of others.
Let us say that a child who asks so many unexpected questions and learns to 'Look it up [in the encyclopedia or dictionary]' will develop differently than one who is enthralled by cars, hunting, sports, and other typical pursuits. At an early age, TJ will learn to value primary sources and have disdain for secondary sources. Our speculation may be justified by the collection of ‘How and Why Wonder Books’ and his fascination with ancient Egypt, reference books, and languages. Unlike Donnie Darko, it cannot be said that TJ’s scores on the Iowa Test of Basic Skills were ‘intimidating’, however, we do recall having scores in the highest quintile on certain sections.
We can appreciate that the O’Bradovichs may have been perplexed by Terry James' behavior. They and others, but not TJ, would notice his abnormal behavior. Perhaps if TJ knew what the majority thought and did, it would have been easier for him to assimilate with his peers in a small town. As it stood, his interests were in Europe and Egypt. It must be said that as a boy TJ was drawn to Nazi Germany as much as he was to Art Deco. Of course, TJ would learn that Nazi Germany was bad and only later would learn the term ‘Art Deco’. The obsession with Nazi Germany was not with the political system, but, inexplicably, the military- tanks, airplanes, tactics, and strategies. The belief that individuals must surrender his Natural Rights to society is alien to the American Constitution, Natural Law, and TJ's Sagittarian value of individualism and independence. It is now clear to Yours Truly that the O’Bradovichs must have experienced myriad instances of TJ not conforming to certain expectations. Let us be clear: TJ's non conformity and his not meeting certain implicit expectations must have brought disappointment to the O’Bradovichs.
Of course, irrational expectations are often the result of social expectations, as seen by the remarks of Covington and the behavior of the O'Bradovichs. As we cannot understand the vague term ‘off-beat generation’, we leave the Gentle Reader with the insight of Leo Strauss, who wrote that although philosophers will outwardly fulfill their civic duty, they will forever live on the ‘fringe’ of the city.
While we can sympathize with the challenges of rearing a human being, we know from decades of consistent data that foster care or stranger care results in abysmal high school graduation rates, higher rates of illicit drug usage, of homelessness, and of suicide than the population at large.
The intentions or motivations of the O’Bradovichs may have been sincere, but they are certainly irrational. They are irrational as their actions are not based on reason, but on implied expectations, hopes, and dreams. The evidence for this irrational behavior is found in the Assessment. The inherent conflict between freely choosing one's profession, on one hand, and instilling religious training, on the other hand, should not be overlooked. Therefore, it is not surprising that this experiment would either fall short of expected results or fail outright.
Let us categorically state the relationship with friends and family, the two support systems of modern psychology, cannot exist without trust. If we know this, then surely first rate psychologists and overworked social workers know this fact. The lack of trust exists since most people are unreliable. Trust must ultimately be based on reality, not hopes, expectations, or wishes. Therefore, trust is the element that is lacking for graduates of the foster care system and explains why they, in toto, are in dire straits.
Our discussion would not be complete without the curious behavior of Father George. From the facts as presented by the case worker, Father George contacted both the O’Bradovichs and the Davids for what is implied by the documentation to be a single child. On the surface, these actions are inexcusable, as one family will be disappointed. However, if one presumes not a single child, but twins, then the action of contacting two families is understandable. Of course, separating identical twins is not acceptable. The existence of twins also explains the odd memory of when the O’Bradovichs said that they loved Yours Truly ‘more’, odd, since in the moment, we asked ourselves ‘More than what?’ without a sufficient answer. Only now can we answer this question: the tentative existence of a twin.
Since the case files at our disposal only concern the case of TJ, one should not expect explicit mentions of a second child. However, when one considers Father George contacting two family regarding one presumed child and the farcical inability of the reports and legal documents to agree on either the date of birth or the date of placement with the O’Bradovichs, then these apparent errors of judgment on the part of Father George and the inability of accurately recording dates can be excused, as one child was possibly born in the late hours of December 22 and the other in the early hours of December 23. The inconsistency of when the O’Bradovichs took the child home, assigned to both December 24 and December 25, can be explained by the possibility that the eldest child and the child the O’Bradovichs took are not the same child.
As we lend no credence to the facts as presented in the ‘Amended Birth Certificate’, so we are cautious when we read the ‘Record of Live Birth’, which states the birth occurred in the early hours of December 23, but not signed until the next day, December 24, which seems like an unreasonable long delay for a signature.
On the form for opening the sealed records, the state department of health explicitly asks if the inquirer wants siblings to be notified, so one would expect that if TJ is an identical twin, then the state would notify Yours Truly. However, since the state did not have a file for Yours Truly, we cannot expect the state to keep track of twins, whether identical or fraternal.
We suggest that the unexpected lack of professionalism in the paperwork, that is, the handwritten corrections, additions, and alterations and the accompanying uncertainty of when these occurred, is acceptable for documents that the preparers know would never see the light of day. For, after 99 years, who would be living to have legal standing to petition the court for their disclosure?
Since only TJ or Yours Truly have legal standing for these documents, we thought it proper for the publication of the same. Whatever financial, personal, or medical information is present in the papers cannot harm the participants as the information is dated and all have passed to the West, where disappointment and social expectations are powerless.

I wonder where you are. I wonder if you think about me.
I wonder if you care. I wonder if you still remember.
Once upon a time ... all I knew was you.
I wonder if you know. I wonder if you think about it.
